Regional Stormwater Detention Facilities

Under the Consent Decree, MSD is required to spend $230M in the combined sewer area. To prevent surface flooding and combined sewer backups MSD is building stormwater storage facilities.

M3 teamed with Parsons on the Hebert Basin and Jacobs Engineering on the Cityshed A Contract to model, provide alternatives analyses and design services in order to complete design plans for 9 Regional Stormwater Detention Projects that include combined sewer separation, rain gardens, bioswales, and control structures.

Harlem-Baden (Hebert) Detention Basin (2014-2016): M3 updated and recalibrated the Harlem Baden model. M3 worked with Parsons to model and design the 9 acre, 2.4M cubic foot detention basin, 9,000 feet of 10-inch to 66-inch diameter sanitary sewers and 24,600 feet of 12-inch to 96-inch diameter storm sewer. The construction was completed in 2018 at a cost of approximately $28M. Cityshed Mitigation Program Design (Contract A):

Calvary Cemetery, Frederick, Partridge, and Tillie Regional Detention Basins (2018-Ongoing): Under the Cityshed Mitigation Program Contract A, M3 worked with Jacobs Engineering to update the existing XP-SWMM model, propose alternative alignments, and design four regional detention basins with control structures and three rain gardens. The estimated construction cost is $9.5M and is set to begin construction in 2021.

Ashland and Essex Place Basins (2018-Ongoing): Under the Cityshed Mitigation Program Contract A, M3 worked with Jacobs Engineering to model and design four regional detention basins and four rain gardens. The estimated construction cost is $15M and is set to begin construction in 2022.
